NATIONAL COUNCIL OF NEGOTIATORS ASSOCIATION
Prior to the conference the National Council of Negotiator Associations had its
annual meeting hosted by FAHN. This meeting included delegates from state
hostage and crisis negotiator associations from around the nation. This provided
an opportunity to network with other associations to share recourses, discuss
issues and, look for solutions to common problems.
Among the knowledge shared at the meeting that will benefit our organization
were funding strategies, national CNT standards, new web site for associations,
hotel contacts for conferences, cell phone disrupters, and bridge jumpers. Kevin
Otto of Rescue Phone announced the creation of a new web site
NegotiatorCentral.com.
We enjoyed the contributions and the interactions with our friends from NCNA.

2008 CONFERENCE REVIEW
For those that were not able to attend the Annual Training Conference this year
in June, here is a quick review on what you missed. The Kenote speaker Bobby
Smith, a Lousinana State Trooper shot in the face and blinded in the line of
duty, provided an outstanding motivational model of handling adversity.
Training sessions and discussion groups provided information for the newer
negotiators as well as more advanced topics to challenge those more experienced.
Our appriciation to instructors who delivered classes and discussions. Topics
included Negotiating the School Shooter, Team Dynamics, Differentiating Self
Harm from Suicide, Advanced Principles of Negotiation, Negotiating with Combat
Veterans and others with PTSD, Psychological Issues of the Hostage
Taker/Techniques, Training Development, Team Member Selection, and First
Responder Issues. Excellent incident reviews were presented on situations from
Hillsborough County and Phoenix AZ.
Contrationlations to Brent Coughlin, Christy Conn, and Pat Murphy who were
awarded "Life Memberships" for their outstanding contributions to FAHN.
Club 901 opened again to provide an after hours networking opportunity that was
enjoyed by many. A special thanks to all those who stepped up to help keep
everyone involved and enjoying the interaction.
Kudos to all those who worked so hard to make this another great conference.

Deputy Killed During Standoff, Suspected Gunman Also Dead

FORT WALTON BEACH, Fla. -- An Okaloosa County sheriff's deputy was shot and
killed Tuesday by a man who had barricaded himself inside a home after a violent
clash with police hours earlier, officials said. The suspected gunman was also
killed.
The deputy, whose name was not immediately released following the early morning
shooting, was the second Florida officer in less than a week to be killed in the
line of duty.
Okaloosa County Sheriff's Office spokeswoman Michele Nicholson said the deputy,
33, was married and had two young children. He was the department's first
officer to be killed while on duty.
"Obviously his family and everyone at the Sheriff's Office are absolutely
devastated," Nicholson said.
Officials have also not released the name of the man in the house. Okaloosa
County sheriff's officers first had contact with the man Monday afternoon, when
they served a court order to take him to a local hospital for a mental
evaluation.
The man left the hospital and was picked up again by law enforcement.
Authorities said he kicked out the window of a police cruiser before he was
returned a second time to the hospital.
The man left the hospital again, somehow obtained a shotgun and barricaded
himself in a home in Fort Walton Beach, a community in Florida's Panhandle.
Sheriff's deputies sent a special response team and a crisis negotiation unit,
who attempted to talk the man out of the home. Authorities said that after they
received no response, officers entered the home and the man fired the gun.
Deputies returned fire and killed the man, but not before one officer was
mortally wounded.
The deputy was pronounced dead at Fort Walton Beach Medical Center.
The Florida Department of Law Enforcement is investigating the shooting.

understand that certain office speakerphones may not work outside of their
designated systems. If bringing a speakerphone, test it at home first. If it
works at home, it should be fine.)

This is a competancy based "Core" training course for negotiators with
eligibility for certification. This is a certification course that provides and
tests the behavioral skills of communication for competency. This skills
certification course can provide information for a negotiator at any skill
level. Although this is a core course in basic crisis negotiation it goes beyond
providing just a general knowledge base about hostage negotiation This course
focuses on strategies and skills of highly successful crisis negotiators by
utilizing several experiential exercises to install the patterns.

SUICIDE Part 4 Suicide as a Communication
Suicide is a extreme form of communication to draw attention to their plight by
using self destructive activities. It is a demonstrative form of communication.
Some questions are:
What is this person trying to say through self-destructiveness?
What are they telling me about their unsatisfied needs?
Suicide usually involves two people, the suicidal person and a significant other
who is seen by them as the most influential person in their life.
They are overly invested in the significant other. Fearing the potential loss of
their relationship with significant other is unacceptable. This would destroy
the equilibrium of their life, loose their point of reference, and create total
disorientation.
Taking the life of the significant other in a suicide/homicide is a way to
control them. Leaving the significant other to live with their suicide is a way
to get the last word and leave them with a final communication that cannot be
countered or erased. Believing that the act of their death will influence the
significant other the suicidal person sees their act accomplishing what could be
done by them with any other means.
Now the following questions are must be individually worked out by the
negotiation team to divert the suicide and create resolution:
How can they more constructively express what they are feeling?
How can I help them regain equilibrium?
What do i need to do in order to attain or regenerate hope until their is in
balance again?
How can accomplish goal and satisfy needs without destroying their life in the
process?
What would help balance their personal equation?
